Description

The Public Education Foundation's Campbell-Carter Scholarship supports public school students from regional, rural and remote areas in Australia. The scholarship is funded by Sandra Carter and aims to assist students facing financial, social or physical hardship in completing their schooling and pursuing further education or training. The scholarship is open to primary, secondary, and tertiary students, with a particular preference given to students with disability. The number of scholarships offered each year is determined by the available funds, which total $50,000 annually. Scholarships may be divided between primary, secondary and tertiary students based on the number of applications received in each category.

Basic Eligibility

Open to students enrolled in NSW public schools in regional, rural and remote areas. Preference will be given to students with disability.

SecondaryCurrently in Year 10 (support provided for Years 11 and 12)
TertiaryCurrently in Year 12 (support provided for first two years of university or TAFE)


Financial Support

  • Primary and Secondary Scholarships: $1,000 per year for 2 years ($2,000 total)
  • Tertiary Scholarships: $3,000 per year for 2 years, plus an additional $3,000 relocation support in Year 1 if relocating from a rural or remote area ($9,000 total, if eligible)

Eligible Educational Expenses

Scholarship funds can be used for:

  • Laptops, tablets, or software
  • Textbooks, stationery and uniforms
  • School fees, excursions or camps
  • Study furniture or home internet access
  • Relocation and accommodation costs (tertiary only)

Selection Criteria

  • Experiencing equity, social or physical hardship
  • High attendance and a positive attitude toward education
  • Demonstrates commitment to school and community life
  • Secondary applicants must show intent to continue to tertiary education

Selection Process

Applications are reviewed by an independent selection panel organised by the Public Education Foundation. The donor may be invited to participate. Panel recommendations are approved by the PEF Board. All applicants are notified of outcomes by December 2025.
